The European Structural and Investment Funds (ESIF) and the Recovery and Resilience Funds (RRF) may be different policy instruments, with different history, timeframe and institutional designs, but ultimately, they both intend to support the EU's long term goals. The EU level and national policy decisions made regarding ESIF and RRF have long-term implications for economic growth, regional development, and social cohesion. Having an expert discussion on the differences and similarities of the implementation design of the two instruments can facilitate a comprehensive and informed approach to fund utilization (both at the EU, the national, as well as the beneficiary level), resulting in more effective and impactful outcomes for the EU and its Member States.
The workshop is organised by the PROFEEDBACK COST Action CA20112, a network of policy evaluators from all over Europe. One of the aims of PROFEEDBACK is to facilitate knowledge sharing on policies and policy evaluation among stakeholders. This facilitates an increase in the efficiency and effectiveness of policies by providing better evaluation information. By bringing together both European and national, as well as policy and evaluation experts in the field, the PROFEEDBACK network offers a platform for sharing insights, research findings, and best practices. This empowers government officials and stakeholders to make more informed decisions regarding the design and implementation of policies and funds.
The discussion on ESIF and RRF shall help identify the challenges and bottlenecks that may arise during the implementation design of these funds. Lessons learned from both programmes can offer innovative solutions and recommendations to overcome these obstacles and ensure smooth fund utilization. New and innovative approaches, strategies, and models to tackle emerging challenges can be identified.
