The COST programme has been nourishing open and inclusive networks of excellence in all scientific domains and has established itself as a platform where people and ideas can grow and establish global connections. It has been contributing decisively to the internationalisation process of research and innovation communities and to European cooperation in science and technology.
COST is actively engaged in bringing together all relevant stakeholders that can provide added value to tackle different societal challenges. Global cooperation is based on an ascertained mutual benefit that ensures the advancement of scientific fields in which partners are working in. The interface provided by COST enables creating strong connections and living labs for science diplomacy.
Thus, COST supports and encourages the participation of international partners coming from non-COST Members in all of its Actions. It does so by providing financial support (to its Near Neighbour Countries) and offering Partner Member status (to its International Partner Countries).
COST Near Neighbour Countries (NNC)
COST Near Neighbour Countries include Algeria, Armenia, Azerbaijan, Belarus, Egypt, Georgia, Jordan, Kosovo*, Lebanon, Libya, Morocco, Palestine**, Russia, Syria, Tunisia, and Ukraine.
Researchers affiliated to institutions in Near Neighbour Countries can participate in COST Actions on the basis of ascertained mutual benefit (see COST Rules for Participation and Implementation of COST activities on the Documents and Guidelines page) subject to approval.
Once their participation is approved, NNC participants become Management Committee observers (with no voting rights) to the Action. NNC participants may participate in any activities organised by the COST Action and are eligible for reimbursement.
*This designation is without prejudice to positions on status, and is in line with UNSCR 1244/1999 and the ICJ Opinion on the Kosovo declaration of independence.
**This designation shall not be construed as recognition of a State of Palestine and is without prejudice to the individual positions of the Member States on this issue.
COST International Partner Countries (IPC)
International Partner Countries are those non-COST countries that are not being a Near-Neighbour Country. COST Actions are open to global cooperation and welcome researchers from International Partner Countries to participate on the basis of ascertained mutual benefit (see COST Rules for Participation and Implementation of COST activities), subject to approval.
Once their participation is approved, researchers from International Partner Countries can participate at the Management Committee meetings as Observers, with no voting rights. They are not eligible for reimbursement.
How to join a COST Action?
Researchers being affiliated to institutions from non-COST countries, being included in a COST Action proposal shall be regarded as approved upon the Actions’ approval by the Committee of Senior Officials.
Funding for non-COST country participant
Funding is ruled by the COST Vademecum, which can be found on the Documents and Guidelines page, and the COST Action Management Committee decisions.
