The new partnership between COST and the European Commission agreed in May 2004 established the set up of a high-level Commission/COST Strategic Group (HLG) which would regularly take stock of the development of the partnership, set out further strategic orientations for the joint work and report on achievements.
A special session on COST Research and Innovation for industries and SMEs will be organised in Tunis on 28 February 2007.

COST in Sevilla
Professor Francesco Fedi, President of the COST Committee of Senior Officials (CSO), met Mr Peter Kind, Director of the Institute for Prospective Technological Studies ( IPTS), and his collaborators in the IPTS premises in Sevilla on 12 February 2007. IPTS, one of the Institutes of the EC Joint Research Centre, provides customer-driven support to the EU policy-making process by researching science-based responses to policy challenges that have both a socio-economic as well as a scientific/technological dimension. The purpose of the meeting was to investigate about a potential involvement of IPTS in the Study of potential impact of COST and in the Survey of COST Customer Satisfaction.
With the objective of strenghtening the COST and ESF synergy, a meeting between the Chairs of the COST Domain Committees and the Chairs of the ESF Scientific Committees was held in Sevilla on 15 February 2007. The meeting was organized and chaired by Professor Francesco Fedi, President of the COST Committee of Senior Officials (CSO), and by Professor Bertil Andersson, Chief Executive Officer ( CEO) of the ESF. It was also attended by Professor Ian Halliday, ESF President, by Dr Martin Grabert, Director COST Office, by Dr John Marks, future CEO of ESF and by members of JAF, the executive Group of COST CSO.

COST and Canada
A high level delegation of 32 participants from Canada attended the EU Science & Technology workshop “Canada – Europe: Partners in the world” that was organised in Brussels in the premises of the Mission of Canada to the European Union on February 5-6, 2007. The aim of this workshop was to inform about the 7th Framework Programme and recent developments in the European Research Area (ERA).

On 31 July 2007, the European Commission (EC) and the European Science Foundation (ESF) signed the contract for ESF to continue to provide and manage the administrative, technical and scientific secretariat of COST (European Cooperation in Science and Technology) under the Seventh Framework Programme (FP7).
The Official Journal of the European Union of 30 December 2006 volume L 400, reported that on 19 December 2006 the Council of the European Union adopted a Decision concerning the Specific Programme "Cooperation" implementing the Seventh Framework Programme of the European Community. The Decision stated that of the total “Cooperation budget” of 32413 EUR million at least EUR 210 million and up to EUR 250 million should be attributed to COST, subject to the mid-term evaluation. This financial support will be provided through a grant which will be paid on the basis of a grant agreement between the Commission and a legal entity designated by COST as its implementing agent and communicated to the Commission by the General Secretariat of the Council and identified in the Work Programme.
