COST: Response to the First Open Call 2007
For the second time, the COST Open Call was successful in attracting a large response from a wide spectrum of the European scientific community. There were 406 eligible (pre-) proposals. The number of non eligible proposals was very low (< 20) as in the on-line submission tool an interlock tool minimized potential error and /or omission.

Feedback
The COST Office committed itself to give at any stage a full feedback to all proposers. Accordingly, all non eligible proposals, and all pre proposals which received no invitation to submit a full proposal were informed with all relevant details. The proposers invited to submit a full proposal received the invitation with the access code for the web-template and the request to confirm the invitation. This was in particular important to overcome the increasing problems with spam filters.
Conclusion
The number of preproposals received at the second collecting date was about half of the number for the first This may refelect the fact that the next collection date was announced to be already 6 months later. There is an obvious further shift towards ISCH proposals which represent this time 23 % of all proposals compared to 18% in 2006. The improved on-line tool with eligibility interlock was a success as the percentage of non eleigible proposals could be reduced considerably. There is also a clear shift towards a better gender balance and lower age of proposer.
Next steps
The full proposals will be collected on 27 July 2007 and will be made available to the EEP and the DC members.The meetings of the EEP and DC are under preparation. The EEP and the DC meeting will be in the first and second eek of September respectively, and in the last week of September will be the 3 consensus meetings of the 3 science cluster of COST.
Next collection date
The next collection date is anticipated for end September 2007.
