COST Action IC0905 'TERRA' recognised as a reference for a stakeholder platform on Cognitive Radio

The Radio Spectrum Policy Group (RSPG) of the European Commission's Information Society and Media Directorate-General has published an opinion on cognitive technologies, recognising COST-TERRA as a platform to coordinate research activities.

COST Action IC0905 'Techno-Economic Regulatory Framework for Radio Spectrum Access for Cognitive Radio/Software Defined Radio' (TERRA) is a COST-funded network which aims at having an impact on the regulatory framework on Cognitive Radio/Software Defined Radio (CR/SDR) systems.

This technology aims at increasing the efficiency of exploitation and the possible uses of the wireless spectrum. This may prove central as more and more devices communicate wirelessly and as demand for wireless services increases.

The Radio Spectrum Policy Group (RSPG) of the Information Society and Media Directorate-General is a high-level advisory group established by the European Commission to assist in the development of radio spectrum policy.

This group has for the time being concluded that, with regard to cognitive radio, there is no need for new regulation at the European level and that, at the same time, a forum involving all stakeholders should be in place. The group recognises that such a forum could use as starting point the COST-TERRA Action.

RSPG recommends that a "platform shall be created to allow researchers, academia, manufacturers, operators, service providers and regulators to coordinate research activities; this platform could build upon already existing platforms with comparable purposes, notably COST-TERRA".

At one year from its start, COST-TERRA is then fully on track to meet its goal to be part of and have an impact on the regulatory discourse concerning CR/SDR.
