April’s COST seminar welcomed Stanislav Daskalov, Head of the Regional Cooperation Council (RCC) Liason Office in Brussels, Lidija Topic, Advisor, and Jovan Tegovski, Special Envoy for the Secretary General for Relations with the Presidency of the Council of the European Union from the RCC Liaison Office in Brussels.

They provided insight on RCC activities and focused on the Western Balkans Regional Strategy on Research and Development for Innovation that is aimed to strengthen the innovative capacity of the region.

The activities are a concrete response to a Joint Statement issued at the Ministerial Conference in Sarajevo on 24 April 2009. The development of a Regional Strategy on Research and Development for the Western Balkans was initiated at the conference to foster regional cooperation within the knowledge triangle Research, Education and Innovation. The Strategy will improve national research policies through the exchange of experience and good practice, and facilitate the integration of the region into the European Research Area.

The development of human capacity is a challenge and a priority for the Western Balkans on their path towards EU accession and regional research cooperation is an integral part of this effort. In 2008, Svetlana Voinova was appointed Coordinator for Balkan related COST activities to promote and to enlarge the COST network in the Balkan countries as well as to facilitate the access of experts from this region to the COST instruments.

After a brief introduction of COST, Svetlana Voinova highlighted specific COST Schemes. She presented examples of successful COST cooperations with South and Eastern European countries which form two different groups, COST Member States and Near Neighbouring countries.
