Representatives of the COST Member States governments, Cooperating State and the European Commission met at the COST Ministerial Conference in Bratislava, Slovakia, on 21-22 September 2016, to confirm their commitment to the programme, considered an effective asset for European research and innovation thanks to its demonstrated contribution to scientific capacity building through cooperation, coordination and knowledge exchange.

The European Cooperation in Science and Technology (COST) is the first European intergovernmental framework for research collaboration, established in 1971. Ever since, COST has proven to be an efficient tool to network and coordinate nationally-funded research activities, bringing together researchers and other stakeholders to share ideas on very diverse topics of their own choice.

Since the last COST Ministerial Conference in Palma de Mallorca, Spain, in 2010, the organisation of COST has significantly changed. The COST Association was established in 2013 as an international non-for-profit organisation, now receiving the European Commission grant for COST activities. New procedures have also been established for submitting, evaluating, selecting and approving proposals in order to, among others, encourage even more interdisciplinary proposal for COST Actions. A Scientific Committee is now running the scientific organisation of the programme. 

The COST Ministerial Conference took place under the Slovak Presidency of the Council of the European Union.
