The European Commission and the paper industry completed a joint project known as Biosafepaper in 2006. The project developed a number of pre-normative tests for assessing the safety of paper and board intended for food contact.

There has since been considerable debate about the interpretation of the results and the possibility of developing the tests for use within the EU regulatory framework.

At the event, the history of biological testing was given, industry and regulators stated their respective ambitions for the concept, developments since the closure of the EU project were outlined and comments were made by those who believe biological tests have limitations which restrict their usefulness as safety indicators.

The workshop, co-organised with the Confederation of European Paper Industries (CEPI), aimed to build consensus, accommodate the critics and agree a development and implementation plan intended to transform the pre-normative biological test battery into a verified procedure for safety testing which could be incorporated into the EU regulatory regime for all food contact materials.
