When a disaster leaves more people injured than can be treated, who decides between who gets treated and who doesn’t? During the Ebola outbreak, how were the ethical challenges addressed? What additional ethical issues arise for low income countries when disasters hit? What ethics guidance and training have international organisations for responders to disasters and epidemics?

Monday October 3rd concluded with a public lecture by  Dr Sheri Fink , a physician and  winner of two Pulitzer Prizes  for her  reporting with the New York Times on Hurricane Katrina and Ebola .
