COST - ESF Relations

An overview of the organisations' cooperation

Established in 2013, the COST Association is, as of 1 October 2014, the legal entity implementing all COST activities under Horizon 2020 based on the Framework Partnership Agreement signed with the European Commission.  It is the structure integrating governance with the scientific, technical and administrative functions of COST, formerly managed by the European Science Foundation (ESF) through the COST Office.

ESF was established in 1974 to coordinate collaboration in research, networking, funding of international research programmes, and strategic and science policy activities at a European level. It was the legal entity of COST between 2003 and 2014, providing the COST Office in Brussels through a specific contract with the European Commission. 

The COST Office was established by ESF to carry out the activities envisaged in the COST-ESF Memorandum of Understanding and its Addendum with the funds received by COST from the EU RTD Framework Programme.
